Funding Opportunity for Fiscal Year 2015 (FY15)

On behalf of the Defense Health Agency, Research, Development, and Acquisition (DHA RDA) Directorate, the JPC-1/MSIS intends to release an FY15 Joint En Route Care Training Initiative Program Announcement. The JPC-1/MSIS operates in partnership with the DoD Congressionally Directed Medical Research Programs (CDMRP). CDMRP is the execution management for this Program Announcement and will provide management support for subsequent awards.

The JPC-1/MSIS is providing the information in this pre-announcement to allow investigators time to plan and develop applications. The FY15 DMRDP JPC-1/MSIS Joint En Route Care Training Initiative Award Program Announcement and General Application Instructions are anticipated to be posted on the Grants.gov (http://www.grants.gov/) and the CDMRP eReceipt (https://cdmrp.org/Program_Announcements_and_Forms/) websites in February 2015. Pre-application and application deadlines will be available when the Program Announcement is released. This pre-announcement should not be construed as an obligation by the government. Funding of applications is contingent upon the availability of federal funds for this program.

The Grants.gov Program Announcement is intended for extramural investigators only. A separate parallel FY15 DMRDP JPC-1/MSIS Joint En Route Care Training Initiative Announcement for intramural investigators may be available through CDMRP eReceipt.

  • An extramural investigator is defined as all those not included in the definition of intramural investigators below
  • An intramural investigator is defined as a DoD military or civilian employee working within a DoD laboratory, DoD military treatment facility, or working in a DoD activity embedded within a civilian medical center.
  • An intramural investigator may be named as a collaborator in an application submitted by an extramural investigator. In such cases, the extramural investigator must include a letter from the intramural collaborator's Commander or Commanding Officer that authorizes the involvement of the intramural collaborator.

Research Areas of Interest: The FY15 JPC-1/MSIS Joint En Route Care Training Initiative seeks to support research projects addressing the following research areas:

  • References, sources, or pilot information on how to recommend the definitions and nomenclatures of a structure that could be used for a potential Joint En Route Care Training System, including, but not limited to, acquisition of skills as well as sustainment of skills already obtained for those who are at different medical levels/experience and who are at different locations within a comprehensive continuum-of-care system where multiple handoffs and patient transfers occur;
  • Designs, plans, frameworks, or architectures to support the future development of a comprehensive continuum-of-care Joint En Route Care Training System where multiple patient handoffs and patient transfers occur; and
  • Designs, plans, frameworks, or architectures that address a System of Systems approach of an interoperable, continuum-of-care simulation training system that could integrate into and communicate within a to be determined System as well as in standalone training scenarios. It is the intent that all Services could use, either within its own Service or with other Services, a continuum-of-care Joint En Route Care Training System that could be used for a multitude of current scenarios as well as potential future scenarios.

  • Eligible investigators include all individuals, regardless of ethnicity, nationality, or citizenship status, who are employed by, or affiliated with, an eligible extramural or intramural organization.
  • Eligible extramural organizations must apply through Grants.gov.
  • Eligible intramural investigators must apply through CDMRP eReceipt.
  • Support innovative, evidence-based research projects that will provide the fundamental knowledge, potential plans, designs, frameworks, and recommendations to support the future development of a Joint En Route Care Training System that can educate the healthcare provider (both the individual and the team) on how to more effectively manage patient throughout the continuum of care which includes handoffs and transfers in order to improve patient healthcare outcomes.
  • Integration of open-source/open-architecture/open-license concepts or solutions is strongly encouraged.
  • Maximum funding of $1 million in total (direct and indirect) costs
  • Period of performance not to exceed 12 months

All applications must conform to the final Program Announcement and General Application Instructions, which will be available for downloading from the Grants.gov or the CDMRP eReceipt websites as appropriate. A listing of all USAMRMC funding opportunities can be obtained on the Grants.gov website by performing a basic search using CFDA Number 12.420.

A pre-application is required and must be submitted through the CDMRP electronic Biomedical Research Application Portal (eBRAP) (https://eBRAP.org) for extramural investigators or the CDMRP eReceipt for intramural investigators prior to the pre-application submission deadline.

Applications from extramural organizations must be submitted through Grants.gov. Applications from intramural investigators must be submitted through CDMRP eReceipt. Submission deadlines are not available until the Program Announcement is released. Requests for email notification of the Program Announcements release may be sent to help@eBRAP.org. Email notifications of funding opportunities are sent as a courtesy and should not be used as a sole source of notification; applicants should monitor Grants.gov for official postings of funding opportunities.
